History of the Missouri Firearms Coalition

Prior to our founding, Missouri had no Stand-Your-Ground law. We had a very weak Castle Doctrine law. We had to beg permission from the government to carry a handgun for self-defense. And we had scores of Republicans who said they couldn’t do anything because we had a Democrat for a Governor.

The national organizations were NEVER seen in Jeff City, and at election time, they gave anti-gun RINOs A+ ratings, which only made the problem worse!

That all changed when the Missouri Firearms Coalition was founded. We didn’t just change the gun laws; we changed political reality in Missouri.

2015: MOFC is Founded

The Missouri Firearms Coalition is founded by gun owners in Missouri who were sick and tired of A-ranked RINOs who wouldn’t fight for the 2nd Amendment in Jeff City.

MOFC Passes Constitutional Carry and Stand-Your-Ground Law

2016: MOFC Passes Constitutional Carry and Stand-Your-Ground Law

MOFC files Constitutional Carry legislation (HB-1468) in the Missouri House, working with Rep. Eric Burlison. After the bill passed the House, it was added onto SB-656 via amendment. In addition, MOFC added Stand-Your-Ground law, enhanced Castle Doctrine, and Lifetime Carry Permits to SB-656 via amendments. Using a Previous Question motion (PQ Motion), it cleared the legislature on the last day of session. Democrat Governor Jay Nixon vetoed it, and MOFC secured the votes to override his veto.

2017: MOFC Begins the Fight to Repeal Deadly ‘Gun Free Zones’

MOFC files legislation (HB-630) to repeal the 18 ‘Gun Free Zones’ mandated by state law, working with Rep. Jered Taylor. The bill cleared the General Laws Committee but was killed by House leadership.

2018: MOFC Attacks Claire McCaskill’s Record on Guns

MOFC files HB-1936 with Rep. Jered Taylor to repeal deadly ‘Gun Free Zones.’ The bill moved through the first committee but did not advance to the floor. MOFC also worked to successfully kill HB-1733, which would have repealed both Constitutional Carry and Stand-Your-Ground law. MOFC ran a large digital ad program exposing Senator Claire McCaskill’s hatred for gun owners, helping to ensure her defeat.

2019: MOFC Confronts ‘Red Flag Gun Seizures’ for First Time

MOFC confronts ‘Red Flag Gun Seizures,’ introduced for the first time following the Parkland, Florida school shootings the year before. Both SB-42 and HB-40 died. Sen. Eric Burlison and Rep. Jered Taylor file MOFC legislation to repeal deadly ‘Gun Free Zones’ (SB-121/HB-258). The bills were heard in committee but were again killed by leadership.

2020: MOFC Begins the Fight for the Second Amendment Preservation Act!

MOFC files the Second Amendment Preservation Act (SAPA) in the House (Rep. Jered Taylor, HB-1637) and in the Senate (Sen. Eric Burlison, SB-588) with support from over 80 cosponsors. Senator Doug Libla killed this in the Senate, and Speaker Dean Plocher did the same in the House. Joe Biden ‘won’ the election, exploding support for SAPA heading into the 2021 session. MOFC’s election program targeted anti-gunners. Gun owners threw out Kathy Swan, Donna Lichtenegger, and others.

2021: MOFC Passes the Second Amendment Preservation Act

MOFC has SAPA filed in both chambers. The House version, HB-85, was carried by Rep. Jered Taylor and had seventy-seven cosponsors. Senate President Pro-Tem Dave Schatz killed the Senate version (SB-39) filed by Senator Burlison. The House passed SAPA in February, and the Senate finally approved it in the last few days of session after Schatz realized killing the bill would cost him his bid for the U.S. Senate.

2022: MOFC Defends SAPA in Court and Opposes Biden’s Attacks

MOFC successfully defended SAPA in the State Supreme Court with Amicus Briefs. Biden’s Department of Justice sued Missouri over SAPA, and Merrick Garland got personally involved. MOFC’s lawyers filed briefs defending SAPA in federal court and pushed back against politicians openly telling the media they were considering repealing SAPA. MOFC also flooded Missouri’s Congressional delegation with grassroots pressure opposing Biden’s federal gun control agenda.

2023: MOFC Fight to Defend SAPA, Works to Ban ‘Red Flag Gun Seizures’

MOFC worked with Attorney General Andrew Bailey to defend SAPA in the 8th Circuit after the federal district judge ruled against it. In late 2023, the 8th Circuit struck down SAPA. MOFC filed the first bill to ban ‘Red Flag’ laws in Missouri history (SB-10, Sen. Bill Eigel; HB-712, Rep. Mazzie Christensen). Rep. Ben Baker filed HB-486, MOFC legislation to enhance Missouri’s Stand-Your-Ground law.

2024: MOFC Stops GOP Push for Red Flags, Decimates RINOs in Primary

MOFC filed a half dozen pro-gun bills to ban ‘Red Flags,’ enhance Stand-Your-Ground law, and more. After the Super Bowl parade shooting in Kansas City, Speaker Patterson vowed to look at gun control. MOFC poured calls into his office and crushed that effort. All gun control bills died. MOFC ran the largest election program in its history in the Governor’s race, Lt. Governor’s race, Secretary of State race, Attorney General race, and nearly two dozen legislative races.

2025: MOFC Works to Update SAPA, Ban Red Flags, and Fix Preemption

MOFC had SAPA refiled in Jeff City. HB-1175 (Rep. Bill Hardwick) passed the House but was killed in the Senate. SB-23 (Sen. Brattin) was the companion bill. Senator Ben Brown filed our enhanced Stand-Your-Ground law (SB-363), which passed committee but did not get to the floor. Sen. Nick Schroer filed our bill to ban ‘Red Flags’ (SB-142), which passed committee but wasn’t put on the floor. The companion bill in the House (HB-1651, Rep. Mazzie Christensen) also passed committee but wasn’t put on the House floor. Sen. Brad Hudson filed our bill to put penalties into the pre-emption law (SB-74). Rep. Lisa Durnell filed the House version (HB-726), which also cleared committee but didn’t reach the floor.
